The Consultation Institute

A reset, not a rebrand

The original Consultation Institute, founded in 2003, went into liquidation in 2024 after more than two decades as a recognised authority on consultation practice. It had a skilled and committed team, and was widely respected across the public and infrastructure sectors.

In 2025, a new leadership team re-established the organisation as tCI. The reset preserves the intellectual property, frameworks, and quality standards that made the Institute the body it was, and carries forward the values that defined it: integrity, independence, and a belief in meaningful public engagement.

Today tCI builds on those foundations with a clearer delivery model focused on three services:

Carrying the value forward

While tCI is legally a new company, many of our Associates and Fellows worked with the former Institute, bringing deep experience from health, local government, and infrastructure. We understand the trust that was lost when the old organisation closed, and we are rebuilding credibility through openness, discipline, and focus.

Our values

Vision. To promote the highest standards of public, stakeholder, and employee consultation through research, publications, and specialist events that share good practice and improve decision-making.

Standards. We act professionally and within the law, guided by the principles of the UK Corporate Governance Code: integrity, accountability, and responsible decision-making.

Principles. Integrity, visibility, accessibility, transparency, disclosure, fair interpretation, and publication. These are the conditions for consultations that are meaningful, inclusive, lawful, and credible.

Mission. To raise the standard of consultation practice through independent assurance, training, and advice that help public bodies make defensible decisions.

We work alongside clients from start to finish, taking the time to understand the organisation, its constraints, and what it is trying to do. We listen, ask the right questions, and apply our experience in public consultation, stakeholder engagement, and independent assurance to shape an approach that fits.

Reviewing your objectives, risks, and opportunities in detail, we design something proportionate and defensible — not boilerplate. From early planning through delivery, we work closely with your team — testing ideas, reviewing materials, and providing independent feedback at the points that matter.
